Stevan A. Cisneros

Kansas Governor Kathleen Sebelius appointed Wichita native Steve Cisneros in 2007 as Executive Director of the Kansas Hispanic & Latino American Affairs Commission ("KHLAAC" or "the Commission"). Serving as a liaison for the Kansas Hispanic and Latino Community and the Office of the Governor, the Commission addresses public policy concerns primarily in the areas of education, health, and business. 

 

In his present post, Mr. Cisneros is accountable to the Governor for a number of mission-critical programs and initiatives. As the principal point of contact in the State of Kansas for promoting the advancement of Hispanics in all aspects of Kansas life, Mr. Cisneros oversees a statewide operation serving the rapidly growing Hispanic population.  Mr. Cisneros also works to improve the reach and exposure of the KHLAAC throughout the business community at the state and local levels.

 

Prior to his recent appointment, since 2003 Mr. Cisneros served successively as Legislative and Public Relations Director for the Commissioner of Broward County, Florida and as Director of Community Outreach for the of Broward County Appraiser. 

 

Earlier from 2001 to 2003, he was the chief advocate and federal legislative consultant for the transportation and infrastructure clients of Jefferson Government Relations, and he additionally secured federal funding for medical and educational clients.  He also served as a legislative consultant for both public and private sector clients in matters before the U.S. Congress and federal agencies.   

 

In 1999, President Bill Clinton appointed Mr. Cisneros as Special Assistant to Secretary of Transportation Rodney Slater, where he served as Communication Liaison and Special Projects Coordinator for the Secretary of Transportation, and the National Highway Traffic Safety Administration.

 

Prior to that appointment from 1995-1997, Mr. Cisneros served in several roles in the Clinton Administration, including as Special Assistant to the National Highway Traffic Safety Administration and Special Assistant to the Director, Office of Congressional Affairs, US Department of Housing and Urban Development.

 

He first entered public service in 1994, serving as the private sector coordinator for the White House Conference on Small Business.

Mr. Cisneros received a B.A. degree from Wichita State University, with a major in Political Science.

Born and raised in Wichita, Kansas, I am one of 5 children, to my mother Carolyn Agee, a single mom.
 
A high school graduate of Northeast Magnet in Wichita, Kansas, I moved to Topeka, Ks at the start of my sophomore year in college at Washburn University. I am now a junior in College at Washburn University and Butler Community College Majoring in Political Science and Behavioral Science. After finishing my undergraduate studies I intend to pursue a law degree, and develop an organization in my hometown that is geared towards helping the youth and adults of Wichita, Ks to obtain higher levels of education and/or to seek better jobs by taking advantage of all of the programs and federal aid that is available to them. Once my efforts are successful, this shoud inspire other communities to use my model for similar local programs. I, myself, am a product of the trio programs. I believe that, those, who have been informed of available opportunities and given the advantage of everything such opportunites provide, cannot help but to succeed.
 
   
Irene Caballero

Irene was born and raised in Monterrey, Mexico. She is the youngest of nine children born to Carlos and Maria de los Angeles Caballero. Irene studied at the Instituto Tecnologico y de Estudios Superiores de Monterrey where she earned her Bachelor in Computer Systems.
While attending the University she worked at the Computer Center where she developed the first computer-based system to grade exams. Irene later served as a Professor of Information Systems for the University. Irene worked in the private sector at: Dinamica (Computer Center of Grupo Alfa), VISA Division Empaque, O.E.M. S.A. de C.V., Asesoria Tecnica Industrial and TSS International. Irene has also a degree as a Neuro Linguistic Programming Practitioner. Her position allowed her to lecture on topics such as: Organization; Motivation; and Self-Knowledge. Irene completed the Bridging the Gap Interpreter training thru the Jewish Vocational Service in Lawrence, Kansas and may now serve as a Medical and Social Interpreter. She also received a Certificate of Administration and Facilitation from the Kauffman Foundation First Step Fast Track.
Irene and her husband Carlos de Zamacona have three sons and currently reside in Topeka, Kansas.
 
   
Alex Cuellar

Alex was born and raised in El Paso, TX. He is the youngest of three children born to Arturo and Patricia Cuellar. Alex graduated Cum Laude with a Bachelor of Arts Degree in Political Science from the University of Texas at El Paso (UTEP). He is currently attending Washburn University School of Law and is scheduled to graduate in May 2009.

While attending UTEP, Alex was a cadet in the United States Air Force and attended pilot training in June 2002. He also served as a Resident Assistant for two years at Miner Village (on-campus dormitory) and assisted the Director of Residence Life with various administrative and wellness programs. During his senior year at UTEP, Alex earned a Federal Internship with the Honorable Kathleen Cardone (Judge, U.S. District Court for the Western District of Texas). Through this position, Alex assisted Judge Cardone and her law clerks with various research and writing assignments pertaining to real-life federal cases. Upon graduation, he served as the Assistant to the Director of the Center for Law and Border Studies where he coordinated and planned several law related programs for the Pre-Law students at UTEP. 

After his first year of law school, Alex earned a summer clerkship with the Honorable Robert Anchondo, Judge for County Criminal Court at Law #2. He worked directly under Judge Anchondo performing research duties relating to real-time cases involving drug, alcohol, and domestic abuse offenses. Alex currently serves as the President for the Hispanic American Law Students’ Association (HALSA) at Washburn Law and is an active member in Phi Alpha Delta Legal Fraternity. Although law school proves to be a very strenuous endeavor, Alex finds time to volunteer at the Boys and Girls Club of Topeka, the YWCA of Topeka, and Christ the King Catholic Church. 

Alex will serve in the Navy JAG Corps upon graduation from Washburn Law School and would like to return to his hometown of El Paso, TX to give back as much as he can to the community which made it possible for him to achieve his dreams. 

Alex, and his wife, Heather Click Cuellar, reside in Topeka, KS. 

 
   
Stacy Elmer

Born and raised in Topeka, Kansas, Stacy is the daughter of Jett and Tim Elmer. After graduating from Topeka High School, Stacy received a Bachelors Degree in Neuroscience from The Colorado College. Stacy returned to Kansas after a stint in New York where she lived and worked after the completion of her B.A.

Stacy has extensive knowledge and experience in the field of health. She has worked as a Forensic Technician at the Shawnee County Coroner’s Office, is a certified EMT, and currently volunteers as an HIV/AIDS counselor at JayDoc Free Medical Clinic in Kansas City, Kansas. Stacy recently returned from Washington D.C. where she worked in the Department of Bioethics at the National Institutes of Health. Her work at the NIH consisted of a research project that focused on the ethics of clinical trials of antiretroviral therapies for suffers of HIV/AIDS in developing countries, as well as supporting research on universal healthcare in the United States for a forthcoming book.

Currently, Stacy is a student at the University of Kansas, working on a PhD in the Department of Philosophy, with a concentration in bioethics and political philosophy. Ultimately, Stacy would like to continue applying her background in medicine and philosophy to broader social issues, realizing and implementing the means for justice and equality in our communities and larger political institutions.
